The National Capital Area Translators Association is a non-profit professional association founded in 1980. You can get your documents translated anywhere in the United States by a qualified translator. We have provided this link because many people will go to Washington in person as part of this process. Once you have received your Spanish translations, your translations need to be notarized, not just certified by the translator. You cannot get non-notarized translations legalized at the Cuban Embassy. They will be rejected. The translator may know a Notary, but otherwise, you can see this page for notary search services.
